As the city mourned its 52 victims of gun violence in 2005, representatives from all levels of government readied their anti-gun proposals ahead of a meeting scheduled for Wednesday.
Prime Minister Paul Martin, who on Saturday suggested ‘reverse onus’ bail rules which would require those charged with gun offences prove to the judge why they should be granted bail, planned to meet with Toronto Mayor David Miller and Ontario Premier Dalton McGuinty to discuss the problem.
"In the prime minister's view, the public safety imperative of action on the part of all governments must be respected," said Scott Reid, a spokesman for Martin.
"Until the election is over officials can work together at all levels. But regardless (of the election) that work must be done."
The ‘reverse onus’ plan, supported by McGuinty and Miller, has sparked some debate among those in the legal community, some of whom feel it’s at best a short term solution, and at worst won’t make a bit of difference.
"It makes it more difficult to get out of bail," criminal lawyer Alan Young said in explaining the concept. "The state usually has to justify your detention, but in certain circumstances in which the state has showed concern, it reverses the onus, no, you the accused have to justify your release."
